Finasteride is a medications used to treat hair loss caused by male pattern baldness aka male androgenetic alopecia (MAA). It works by inhibiting the hormone DHT, which shrinks hair follicles and leads to thinning hair. No, topical finasteride is only available with a prescription.
Contraindications

Possible Common Side Effects
Minoxidil may cause low blood pressure and leg swelling. The most common side effect is hypertrichosis (additional hair growth on the face or body).
